The first hotspot hit by the new version of the T-Virus. The city has since been walled in to contain the infection, the American military were pulled off of protecting the walls by Presidential orders, the contained virus was then studied. . . And so were the survivors.

Rogers and Renees, formed in the late 1980s, they are known for their underground work with the government to produce a environment friendly poison to kill the Las Plagas parasite. Around 2007 they suffered the same fate as Tricell and Wilpharma and were bought out by Umbrella who kept the name and created the Blu-Umbrella Branch.
